David joined El Rio/Elk Ridge as an Executive Vice President in February 2026, having previously served as the Chief Executive Officer for Sunset Community Health Center from January 2005 until July 2024. Sunset is a Federally Qualified Health Center delivering primary health care services as a safety net provider in Yuma County, Arizona. Prior to serving as the CEO at Sunset, David worked 9 years for Gila River Health Care Services in Sacaton, AZ as they migrated from an I H S environment to a tribal run health care system. David has worked in health care for over 40 years as a Cost Accountant, Business Services Director, Controller, Chief Financial Officer, Chief Operating Officer, and Chief Executive Officer. He is past President of the Arizona Alliance for Community Health Centers, Arizona Community Health Center Collaborative Ventures, and served as the President of VB Care Network until his retirement from Sunset Health. David is married and has three children with his permanent residency in Avondale, AZ. His passion is improving the delivery of primary health care to underserved rural communities. He holds a Bachelor of Science in Business Administration from Grand Canyon University and a Master of Business Administration/Health Care Management from University of
